Looking for a TV only Movie?

This was a TV movie, I want to say Hallmark maybe lifetime back in the 80's maybe early 90's. That I can remember it was about kids that are being abused by the mother and mother’s boyfriend, the kids end up being removed from the home and put into foster care. They are taken care of by an older couple (I thought it was Kathy Bates) and they adapt really well. After the biological mother gets help they are taken away against their will from the foster parents and returned to the mother. That in turn makes the foster mother kind of crazy, and her husband ends up leaving her. At the end, foster mom is outside of her house (looks like it's on a farm) and you can see that she is not all there, a car drives by and as soon as the car passes she sees the kids standing there. It's been SUCH a long time. I can't find anything, starting to think I made this up. It is not "a place of our own" love that movie but not it. :(
