Why can't you get hallmark movies on netflix?

Netflix has to get permission from the movie/show companies in order to use them on Netflix. Also, Netflix pays the companies in order to do this. Without permission, it can't be used because then it'd would break the law which is clearly stated in the "fbi warning" at the beginning of pretty much every movie.
