Help with Fallout 3 Install?

I insert disk 1 then it finishes installing.... nothing else just opens the page to play, settings, etc.. Then I clicked play. But once i got to the main menu i quit because i found it odd why i didnt have to install the second disk or insert the product key. What happened?
