I can't remember the name of this TV show I used to watch?

I can't remember the name of this TV show I used to watch on the hallmark channel...it was abt this teenage girl who accidentally touches some chemical (i think it was green) and gets magical powers....additional info...she had an older sis...her father used to work for the company that made the chemical (i think)...used to watch it in the 90s
